Create Access Point to Mary Ellen Welch Greenway at Byron Street

Currently the section of the Welch Greenway between Wood Island Station and Constitution Beach lacks an formal access points to the Harborview neighborhood. This section of the greenway is roughly .6+miles between gates. An access point at Byron would be roughly midway and connect a key street with the greenway. It would also provide access for Harborview residents living north of Bennington Street. A simple stair and ramp improvement could be accommodated on MBTA land at the south west corner of the greenway/Bryon Street overpass.
