Construct shared-use path from Day Square to Greenway

"A minimum 10’ wide accessible pedestrian and bicycle use connection for the public from Day Square to the East Boston Mary Ellen Welch Greenway between the Proposed Project and Excel Academy to support the revitalization of Day Square in line with the PLAN East Boston neighborhood planning initiative (the "Shared-Use Path")."
